POSITION SUMMARY: Operating in K to 12 environments, the Superintendent, Comptroller Budget and Revenue, carries out the duties as required by the Education Act section 286(1) and as required by the Board, including the Board’s reporting of the Estimates and year-end financial reporting to the Ministry, participating in developing the annual expenditure budget of the Board and assisting in the development of departmental budgets, determination of provincial grants and expenditures analysis, liaising with Ministry of Education on finance issues and participating on Ministry Work Groups as required relating to financial reporting, as well as overall management and direction of staff including planning, staffing, training and performance reviews.
MAJOR RESPONSIBILITIES: Represent the CFO/YRDSB at various committee and Ministry events Support Revenue generating activities Develop and implement resource allocation models Develop Annual Ministry Estimates and Finance Statements Establish and ensure implementation of the plans and procedures for the development of the Ministry estimates and financial statements Meet with the key senior department staff to identify changing operating priorities and new initiatives to form the basis for the annual and multi-year forecasts Keep current on all developments in the Ministry funding model Review all Ministry memoranda on changes to and business clarification on specific grants Respond to Ministry questions on the Board’s Annual Estimates Prepare report to the Board on the Annual Ministry Estimates highlighting significant matters Manage and plan to ensure that the financial reporting is developed in a timely and accurate manner Liaise and meet with Ministry of Education and Training staff as required Participate as a member of Ministry Work Groups/Task Forces as required Maintain and coordinate changes in PSAB Accounting Standards into Board’s financial systems and reporting structures Assess and revise procedures and practices to provide for the maximization of the efficiency of the Department Responsible for the evaluation, supervision and monitoring of staff performance Provide leadership to motivate staff and to facilitate team building necessary to maintain an efficient and effective organization Attend various meetings and Board Committees Liaise with other Budget, Revenue and Financial Reporting senior staff and other department senior staff to address budget matters and to seek input into financial planning Participate in various working groups and task forces and provide financial/funding information as required Attend staffing meetings as Finance representative and provide financial and related teacher data Identify and/or plan for special projects in program and/or financial matters Provide leadership for carrying out projects and to ensure timely and appropriate conclusion of the project and the reporting is concise and complete Collaborate with Accounting and Budget staff to establish the procedures and processes for the monthly/quarterly reporting of expenditures including variance analysis and related reporting Other duties as assigned EDUCATION, EXPERIENCE AND QUALIFICATIONS: Supervisory Officer Qualifications (or completion in next 4 years) .
University Degree in Commerce or Business Administration or related discipline and a professional accounting designation (CA, CMA, CGA); or equivalent as approved by the Board Eight (8) years progressively responsible experience in school board finance or an equivalent combination of education and experience Understanding of the Ministry of Education and Training Grant Manual Familiarity with Ministry of Education Acts and Regulation Comprehensive knowledge of Ministry funding model and funding requirements Understanding of budget development issues and how school boards operate both centrally and at the school level Ability to work through complex grant formulae and determine the funding implications of grant changes to the Board Ability to prepare, facilitate and present workshops and seminars Proficient computer skills including databases, spreadsheets, financial management systems; word processing and e-mail Strong analytical and communications skills Strong report writing skills Ability to interact effectively within all staff levels within the organization Previous supervisory experience with a proven record of effective leadership Costing/data analyst training or experience Knowledge of business law, finance and accounting, human resources administration, public relations, customer service, information technology, project management, communications Previous supervisory experience with a proven record of effective leadership Steps of the Selection Process There are three steps to the Superintendent, Comptroller Budget and Revenue Selection Process, each of which assesses candidates on different aspects of their leadership skills and abilities.
